The in game character generators in the program allow you to create things that you simply lacked with just the vanilla program, with previous iterations. Just a few notes, someone else may give a much better breakdown.

RPG MAKER MV OR VX ACE UPDATE

The downside is the engine is definitely more extensive now, it can't work on weaker computers without slowdown now and the engine is updated regularly, which is a pro in some ways but in the other way you don't want to update your current projects in some cases as they can break elements of your game (your games won't update automatically when you update the engine though, they set it thankfully so you do it manually per project if you want to update). They removed many engine limitations so people can do some crazier things with plug-ins than scripting with VX Ace, and can now port to Mac, Linux, Mobile, and HTML in a way that's MUCH simpler than VX Ace. MV has a much bigger resolution, larger platform support, and much more versatile plugins compared to VX Ace's scripting. Mapping is very limited compared to most other RPG Makers though. The resolution without some backwork is quite small, but the smaller sprites might help those with less spriting ability. It has more complicated scripts to implement and you need to do more work to do stuff with the engine, but scripts do exist. VX Ace is better if you want to have something that will work on a toaster (it is a lot more functional on weaker computers than MV), and if you don't want to do custom art there is currently a much larger pool of sprites made for VX Ace due to a much longer standing time. The thing about RPG Maker is based on what you want specifically, there's different ones you may prefer.
